This outfit doesn't make sense. If you're going to wear a corset with a dress, it should have more contrast, they should complement each other. But on top of that, it just doesn't look right with the top of her dress competing with the top of the corset. Furthermore, she's a VERY short woman, she shouldn't wear something so long. It doesn't help.
actually, that's not a bustier, that's a corset. Maybe the writer of this article should update their fashion vocabulary before criticizing what people choose to wear?
