Statutory rape is not gender specific so it is not the male who is always wrong regardless of age. Also, the age of consent is not 14 in California. By the girls own statements, she was 19 and the Bieber was 16 which makes her guilty of misdemeanor statutory rape, punishable by a year in jail IF this actually happened at all.
