As the summer approaches its dreaded end, stars are stepping out in their hottest (and some not so hot) little numbers, the kind of outfits designed to make jaws drop.

Ashley Tisdale took the latest neon rage to an entirely different level in an outrageous, yet simple, yellow dress.  Paula Abdul made a similar attempt with the neon trend, but her crazy seems to have affected her fashion sense.

Whether walking their dogs, or walking the red carpet, some celebs are capable of throwing together outfits that represent the best of Hollywood high fashion. And others are incapable.
