    <description><![CDATA[<p>More than four years after <strong>Janet Jackson</strong>'s nubbin <a href="http://en.wikipedia.org/wiki/Nipplegate" target="_blank">scandalized the nation</a> during the 2004 Super Bowl half-time show, a three-judge panel has thrown out the $550,000 indecency fine levied against broadcaster CBS by the Federal Communications Commission (FCC). <br /><br />The panel determined that the FCC "acted arbitrarily and capriciously" when assigning the penalty.</p>
<p>The "wardrobe malfunction" provided a split-second of long-distance, partial nudity when <strong>Justin Timberlake</strong> ripped Jackson's top during a musical performance.</p>
<p>Perhaps sanity has been restored. The FCC can focus on truly important issues&#8212;such as fining the people responsible for <a href="http://www.celebuzz.com/what-dick-andy-s31331/" target="_blank">this incident</a>. If the punishment fits the crime, the damages will be enough to wipe out the national debt.</p>]]></description>
