The panel determined that the FCC "acted arbitrarily and capriciously" when assigning the penalty.

The "wardrobe malfunction" provided a split-second of long-distance, partial nudity when Justin Timberlake ripped Jackson's top during a musical performance.

Perhaps sanity has been restored. The FCC can focus on truly important issues—such as fining the people responsible for this incident. If the punishment fits the crime, the damages will be enough to wipe out the national debt.
