Those are NOT dresses, they are swimsuits! It was a 50's themed pool party. They are wearing 50's make-up and BATHING SUITS. Looks like they just played dressups. I don't think its worth all this controversy.

Not only is that Debbie Ryan, but based on her actual birthday and the video's release, the party was Debbie's 15th birthday, HUGE difference from 19. Second, calling a 9 year old a whore and a ho is absolutely disgusting, these poor girls are not in anyway being skanky, that was the party theme and those weren't dresses.
