the neckline is ugly and so are the colour combinations but i like how the colors are all shiny

It's the necklace and the hair that is throwing off this look. The dress is a statement...tone everything else down...and then it would have worked. It still would be ugly but it would have at least worked!
I like the dress colors and the whole lower half - HOWEVER, that necklace has got to go; it's too StarWarsSpaceGeeky, which doesn't match the dress. Also, the sleeves are terrible. This would do better as a halter. Her hair needs to be less puffy, too. Sheesh.
