She's 9.

Its only "creepy" if people make it creepy... its just children having fun in their girly dresses- just like dancing around a maypole. Granted, its not a maypole, but they are just children. At the most its a little inappropriate, but not everyones children are filmed 24/7 and not everyone has a twisted mind.
